the Second Lecture of the “Comparative Government and Politics” was Held by Honors College

On the afternoon of June 3rd, the series of lecture on “Comparative Government and Politics” continued in the auditorium of the Xuehai Building. Professor Huo Shitao delivered a lecture on “Structure-Functionalist Theory”.
At first, professor Huo generally introduced four perspectives of the comparative government and politics, which are presidential system and cabinet parliamentary system, political system and environment, system and its structure (governmental and nongovernmental), and system and its function.
Then, professor Huo briefly introduced the regime of China, Japan, America and Russia, explaining the differences between “Checks and Balances” in the US and “Cabinet Parliamentary System” in the UK. Later on, he elaborated the mutual dependence and influence between political system and the environment by giving an example that Presidential War Power was limited by War Powers Resolution made in 1973. Afterwards, professor Huo introduced the role of political system in System Function, Process function and Policy function.
At last, professor Huo ended the lecture with the synopsis of the particular impeachment of the president of Russia. (Translated by Xu Mengxue)
